$10M Gambling Case Settled
August 28, 2003:

PayPal Inc. (www.paypal.com), recently agreed to pay $10 million to settle charges that it acted as a go-between for illegal payments between gamblers and offshore online casinos. The U.S. attorney for the Eastern District of Missouri reported that PayPal illegally transmitted money for use in illegal gambling in violation of the federal Wire Wager Act. The transfers took place from October 2001 to November 2002. PayPal, of San Jose, CA is an online payment management network run by eBay. The company has also agreed to maintain a corporate compliance program for at least two years.

House Bill 95 Analysis
August 26, 2003:

Ohio’s charitable gaming law has undergone considerable changes in the past few months. House Bill 512, which was passed by the legislature in late December 2002, made major revisions to Ohio’s charitable gaming laws. However, the effective date of House Bill 512, which originally was to be effective April 2, 2003, was delayed until July 1, 2003. House Bill 95, the budget bill, passed in late June of 2003 and contained a number of revisions which were needed to clarify the changes contained in House Bill 512. These two pieces of legislation went into effect on July 1, 2003.

Petro to Hold Public Hearing Regarding Proposed Changes to Instant Bingo Regulations
April 10, 2003

A public hearing will be held by the Office of Attorney General Jim Petro, on April 28, 2003 at 10:00 a.m. in the Lobby Hearing Room of the Rhodes State Office Tower, located at 30 E. Broad Street, Columbus, Ohio, 43215. The purpose of the hearing will be to solicit public comment on proposed changes to the Ohio Administrative Code Rules Chapter 109:1-4-02 titled "Instant bingo other than at a bingo session; location".

The rule incorporates the statutory language of R.C. 2915.093(D), but clarifies that no charitable instant bingo organization shall conduct instant bingo other than at a bingo session at a location where the primary source of retail income from all commercial activity at that location is the sale of instant bingo tickets other than at a bingo session.

All interested parities are invited to attend the hearing and present oral and/or written testimony. Written comments must be submitted to Ms. Monica Moloney no later than April 25, 2003.

Limited Ohio Internet gaming?
February 21, 2003

A bill which would authorize the Ohio Lottery Commission to permit lottery games to be played over the Internet under certain conditions has been introduced as Senate Bill 31 by Senator Robert Gardner. The bill would permit state lottery officials to offer internet participation in lottery games at the Ohio State Fair and local county fairs or expostions.

Applying for new bingo licenses
January 15, 2003

If you are a "bingo distributor," "bingo manufacturer," or an operator of a "charitable bingo game," including games conducted by veterans or fraternal organizations, you will need to be licensed by the Ohio Attorney General.

Bingo Reform Bill signed by Taft
January 15, 2003

After a lengthy debate over House Bill 512, introduced by Representative Husted (R-Kettering), and after a request for veto by former Attorney General Betty Montgomery, the bingo reform legislation has finally been signed by Governor Taft. The bill will become effective on April 13, 2003.
